    Maybe the blade is used to cut through the wrapper at top of the bottle's neck? That's how I use my Swiss army knife with corkscrew in any case. Hope the edge and the corkscrew avoid contacting each other.

    Probably made for visiting dignitaries or as a gift for some Nobleman. I bet that is 24K gold inlay.
    "Focus on where the razors spine is during the shave." This will allow you to make pitch adjustments to the blade angle reducing the chance of cuts.
