I have often wondered about the difference between these two.
The 700C always seems to go for a lot more money especially if in good shape.
Well I have purchased my last Red Imp (I have 3 now) 1- vintage from my barber, 1 - bought NOS and this one listed as used but no sign of use - in very good shape. This one is also a 700 without the C.
Side by side they are identical in every way, visually and feel.

NOS on the left in all photos,

    Thickness near the top,

I have tested mine - it is the same.
When I received it I also checked with a high quality loupe to see grain structure, ETC.
